Sets whether to restrict users to use a stylus pen only when drawing comments in the Edit mode.

Reference
If the parameter value is set to "true", a stylus pen is used only for selecting the Edit toolbar and for drawing comments. Therefore, functions such as displaying the Edit toolbar, selecting memos, and screen scrolling are not supported with a stylus pen.
